Who can buy a resale flat, and when can you sell it
Two rules bracket every resale purchase: the eligibility that lets you buy in the first place, and the five-year clock that starts the moment you collect the keys.
Before the price, the loan or the viewing, one question settles whether a resale flat is even an option for you: are you eligible to buy it? And close behind sits a second one buyers often forget to ask until it matters - once it is yours, when are you actually allowed to sell? Here are both.
Can you buy it? The eligibility gates
Buying a resale flat means clearing a short set of gates. Most first-timer households pass them without a thought; it is worth knowing them anyway, because one or two decide the question outright.

The last gate is easy to overlook because it is about the flat, not you. Under the Ethnic Integration Policy, each block and neighbourhood has limits on how many flats each ethnic group may hold, and a separate quota for Permanent Resident households. A flat you love can be off-limits simply because your group's quota in that block is full - always worth checking before you fall for a specific unit.
The rules for buyers who own or once owned private property have loosened: HDB removed the 15-month wait-out period from July 2026 for those buying a non-subsidised resale flat without an HDB loan. If that is your situation, check the current conditions with HDB, as this area changes often.
When can you sell? The 5-year MOP
The day you complete the purchase, a Minimum Occupation Period (MOP) of 5 years begins. It is counted in time you actually live in the flat - stretches where you rent the whole flat out or do not occupy it do not count, so letting the whole place does not run the clock down. Until the MOP is served, the flat is yours to live in but not much else:
Sell the flat on the open market
Rent out the whole flat (renting spare rooms is fine)
Buy any private residential property, here or overseas
Sell to any eligible buyer
Rent out the entire flat
Go on to buy private property
The MOP cuts two ways for a buyer. It is the reason the flat in front of you is on the market at all - the seller has served their five years. And it is the clock you inherit: the moment you complete, your own five years begin, which is worth weighing if there is any chance you will need to move, upgrade to private property, or unlock the flat as an asset before then.
Eligibility decides whether you can buy; the MOP decides how soon you can leave. Neither is negotiable, so it is far cheaper to check both before you make an offer than to discover a wall after you have signed.
Eligibility checks before you offer
- Confirm your household forms a scheme. A family nucleus, an engaged couple, or a single Citizen aged 35 and above - if your grouping does not fit one, sort that out first.
- Check the block's ethnic and PR quota. Before you fall for a specific unit, make sure your household has room under its Ethnic Integration Policy and PR limits.
- Separate "buy" from "grants and loan". No income ceiling applies to the purchase itself; the ceilings only decide your grants and whether you can take an HDB loan.
- Settle any other property. You cannot hold another flat or property, and private property must be sold within 6 months - and confirm the current rules if you are an ex-private owner.
- Look past completion. Your own 5-year MOP starts the day you collect keys - buy with that horizon in mind, not just today's need.
